Finland has a history of education reform dating back to the late 19th century. One of the most significant reforms occurred in the 1970s, when the Finnish government implemented a comprehensive school system that combined primary and secondary education into a single entity, known as the "9-year basic school." This system emphasised equal opportunities for all students, regardless of their socioeconomic background, and strongly emphasised teacher education and professional development.
